If you’ve asked around for a solar or battery quote in Sydney, you’ve almost certainly heard the phrase “STC rebate” thrown around as shorthand for “the government discount.” It’s not wrong exactly, but it’s not the full picture either, and understanding what’s actually happening behind that line item can help you tell a genuine quote from one that’s dressed up to look better than it is.
It’s a certificate scheme, not a cash rebate
STC stands for Small-scale Technology Certificate, created under the federal Small-scale Renewable Energy Scheme (SRES). There’s no cheque from the government landing in your bank account. Instead, an eligible solar or battery installation earns a number of certificates, and those certificates are sold on a market — much like any tradeable commodity — with your installer typically handling the sale on your behalf and passing the value through as an upfront discount on your invoice. That’s why the “rebate” appears baked into your price rather than arriving separately.
What decides how many certificates you get
A few things determine your entitlement. System size is the biggest factor — a larger eligible system generally earns more certificates. Where you are matters too, since Australia is divided into zones under the scheme and Sydney sits in a particular zone rating that feeds into the calculation. Installation date matters as well, because the number of years’ worth of certificates a system can claim reduces each year as the scheme steps down toward its scheduled end. And eligibility itself depends on the equipment and the installer being on the Clean Energy Council’s approved list — use ineligible gear or an unaccredited installer and there’s no certificate entitlement at all, regardless of how big the system is.

Certificate value isn’t fixed by government decree — it floats on the open market within a scheme-defined cap, and it moves depending on national installation volumes and how the certificate market is trading at any given time. A number that’s roughly accurate this month can be off by the time you read this. Any installer publishing a specific “$X off with STCs” figure in evergreen content is either quoting a snapshot that will age quickly or rounding for a sales pitch. What a proper quote should show
This is where it’s worth being a bit sceptical as a buyer. If a quote shows you a final price with the STC value already subtracted, but doesn’t show the certificate count and the value used to get there, ask for that breakdown in writing. A transparent quote lays it out as: base system cost, minus STC value, equals your out-of-pocket price — each step visible, not folded into one number you have to take on faith. If an installer can’t or won’t produce that breakdown, treat it as a warning sign.
STCs vs other rebates
It’s worth keeping in mind that the federal STC scheme is separate from any NSW state-based solar or battery programs that might be running. These schemes can sometimes apply on top of each other, but each has its own eligibility rules, caps and application process, and they change independently of one another. Don’t assume one automatically includes the other — check both against your specific system and circumstances.
